I would assume being in a foreign land with foreign people escaping a “jail” essentially is tough transition. Inmates have a hard time adjusting to society after release. I assume it would be similar to N. Koreans in S.K. I would also assume their would be a ton of dissent from locals about their new neighbor. Sad situation.
