OR they are released onto post-release community supervision such as probation or parole. These agencies are so overwhelmed with the record number of men and women being released from jails and prisons every single day – 1900 people every day; 700,000+ a year. Since these parole and probation officers have such large caseloads they simply seek to supervise and control through constant drug testing, and conditions of their release (such as finding housing, a job, attending Substance abuse and/or mental health counseling, reporting to court and parole or probation required check-ins, etc. On average these people have 18-27 obligations to the conditions of their release – which if they violate, often even once – will result in them being sent back to jail or prison to serve out the remainder of their sentence. After which they are released with zero support or supervision. The fact that government and the prison-industrial complex, can spend billions to incarcerate and almost nothing to rehabilitate, and then the politicians act surprised when crime rates are rising and practice fearmongering to get votes are the reason that this vicious cycle continues to play out. The fact that jail and prison consistently exacerbate or create mental health issues and increased antisocial Behavior among incarcerated individuals – makes incarcerated individuals more bitter and angry and less willing to want to be a part of the society that has treated them like shit. Its such a big stinky onion with each layer getting more rotten as you peel them back. If offenders were treated with some level of dignity and given an opportunity and the resources and support to better themselves during the time they serve, we would all be a lot better off.
